South Manchester Community groups and Manchester Student Unions have launched a Selective Licensing Campaign with Generation Rent.
The coalition of community groups and supporters is growing.

Rodent infestations and fly-tipping
Many locals report rat sightings, and excessive amounts of street littering.
Absent landlords aren't bothered but these issues are a public health hazard, and a major turn off for any new tenants and families looking to move to the area.
Poorly Kept Properties
Absent landlords and 'unconcerned' letting agents aren't ensuring properties they rent out are fit for human habitation
Licensing will help change that.
Anti-social Behaviour
An increase in obtrusive noise levels in residential areas, littering, and vandalism.
These issues would be countered by landlord's fostering better tenant-based consciousness, such as understanding how to recycle, take pride in property, and boosting local community involvement.
Lack of Landlord or Agent Accountability
Rising rents and declining property standards will be monitored, and bought under control via a licensing scheme.
So what will landlord licenses really do?
Improve enforcement
Reduce Tenant Exploitation
Banning Landlords letting properties featuring the following:
Category 1 Hazards- Disrepair & Dangerous Living Conditions
Pest infestations
Overcrowding
Illegal Houses of Multiple Occupation (unlawful extensions)
How?
Barring landlords with criminal convictions or a history of poor property management
Introducing basic requirements on gas, electrical and fire safety to qualify for license
This license lasts for 5 years and only fit & proper landlords qualify
Where?
South Manchester: Fallowfield, Withington, Old Moat and Ladybarn
It’s already happening in Barton and Eccles.
Costs?
Licensing WILL NOT increase rents, the licence fee is tiny at less than 96p per week.
License Fees fund the administration of the scheme, making it self-sustainable.
